Many gamers assume that a monitor with "1ms response time" has zero motion blur. In reality, modern LCD and OLED gaming displays suffer from Sample-and-Hold persistence blur caused by the human eye continuously tracking moving objects while the screen holds a static frame for the duration of the refresh interval.
At 60Hz, each frame persists for 16.67ms. When panning your mouse at 1000 px/sec (standard in Valorant/CS2 flicks), your eyes experience 16.7 pixels of blur trail. Increasing to 240Hz cuts persistence to 4.16ms (4.2 pixels), providing 4x sharper target recognition.
Backlight strobing turns off the monitor backlight between frame refreshes, illuminating the panel for only a fraction of a millisecond (e.g. 0.35ms pulse width in ULMB 2). This mimics a CRT impulse display, virtually eliminating retinal motion blur without needing 1000Hz refresh rates.
